Customized Course Ineligibility
Enrollment for Customized Courses will be
accepted during the posted registration periods.
A time frame will be allocated for the designated registration period. The
registration period will be advertised in the ICD Educator, plant union
newsletters, and through plant postings.
There will be no general pre-registration.
Once a registration period begins, enrollments will be timed and dated based on
the time the enrollment is received. Courses will be filled on a first come
basis.
Fiscal responsibility policy update effective January 1, 2010 - We do not restrict the number of Customized Courses that you may take in one term as long as the cost of your annual (January 1 - December 31) participation does not exceed the $2,000.00. In determining your cost of participating in a Customized Course, it would be either your actual cost as paid to an outside vendor on a per student basis or your share of the cost (based on the number of students) for a flat fee course. Your financial responsibility will exist if you sign up for a class and do not drop the class prior to 14 days before the class starts. If you call to drop the class within that 14 day window, you will be considered a "drop" with fiscal responsibility but without any adverse impact on your ability to take that course at a later date. If you are a "no show" for a class in which you register, you will have the fiscal responsibilityfor your share of the cost from your available funding. You will be recorded as an "unexcused incomplete" for that course which impacts your ability to take that course at a later date. If you have two unexcused incompletes in a year, it impacts your ability to participate in ICD programs. If you have any questions about your available resourses, please contact the ICD office.
If a student attempts to register for a
course during the advertised registration period, and the course the student
desires has already been filled, then that student will be put on a waiting
list for that course. Students from the waiting list will be given
pre-registration privileges for the next time that the course is offered.
Students on the waiting list will be
notified when a new section of the class will be offered. The students will
have a set time to respond to the notification. If the student does not notify
the Director of a desire to be pre-registered, that space will be given to a
registrant from the normal registration period.
A student is considered to have completed a
Customized Course if he or she has attended at least 70% of the class meetings.
A student who has completed a course may not be permitted to re-enroll in that
course.
In accordance with the Institute for Career Development Policy Issuance of August 21, 1997; the Steubenville ICD Center is expanding the availability of participation in the programs to adult dependents of employees (defined as enrolled in the health benefits program as a dependent) and WPSC union retirees.
Training slots will only be
made available to non-employees if space permits. Permitted space will be defined as a training
slot that is available because a course already has the required minimum number
of employees; but, has not yet reached the maximum allowed enrollment. In no circumstances will a non-employee
displace an active union member employed at WPSC. Extra training slots will first be made available
to dependents with any additional training slots being made available to
retirees.
No separate notifications of
courses will be generated for non-employees.
Notification of courses available will be made on a call-in basis. Other terms and conditions of non-employee
enrollment include:
For a dependent to be
eligible, a worker must have completed one course since January 1998 for a
credit that may be used for a dependent to enroll in a course. For every course
a worker completes after January 1998; the worker shall be eligible for a
credit for a dependent to enroll in a course.
Space availability notifications will not be given until
the weekend before a class is scheduled to begin.
Space availability may be limited to an assigned section
of a course.
Dependents/Retirees who enroll
in a course are responsible for payment of any materials/supplies, tuition
charges, or textbooks that are necessary for a course. Payment must be made by money order directly
to the provider before the non-employee receives any such supplies.
If a dependent/retiree starts a course, that will be
considered an enrollment and deducted from enrollment eligibility.
Training slots will be awarded on a first come
basis. Dependents/retirees may begin
signing up on the first scheduled day of registration. Once the registration is closed to active
employees, decisions will be made on the enrollment of each particular course
and if additional slots are available, notifications will be made.
Each course will have an advertised drop period during which a student may drop the course without penalty. Drop periods will be announced at the first class meeting; but will generally be the first 25% of the class. During the drop period, a student may decide not to complete the course and will still be permitted to re-enroll in the course at a later date.
If a student attends the class beyond the drop period,
but does not attend at least 70% of the class sessions (with the overtime
exception), that student will receive an unexcused incomplete for that course
and may not be permitted to re-enroll in that particular course.
Effective , January 1, 2010 – A “no show” for a Customized Course will be treated as an Unexcused Incomplete and will have his/her associated costs of the class allocated against the annual maximum. A drop that occurs in the period fourteen days prior to class start until the designated drop period ends will have a status of dropped and will have his/her associated costs of the class allocated against the annual maximum. The dropped status does not prevent the student from reenrolling in the course and does not impact the ability to take other classes
If a student misses a course session because
of overtime conflict (scheduled, forced or optional), that particular absence
is excused. It is the responsibility of the student to make the office staff
aware of the overtime absence. The student must still attend at least 70% of
the sessions in order to receive a certificate; but, he or she will not receive
an unexcused incomplete for that course.
Customized
Course Ineligibility
If a student receives two unexcused
incompletes in any calendar year, that student will be ineligible to
participate in the ICD programs for the next 12 months of classes.
Effective January 1, 2003, employees will now be permitted to apply to re-enroll in a course in which he (or she) was previously enrolled. If a student wants to re-enroll in a course, he must enroll during the normal registration period and let the Program Director know that he is applying for a repeat of a course.
Training slots will be made available to employees for re-enrollment if space permits. Permitted space will be defined as a training slot that is available because a course already has the required minimum number of employees; but, has not yet reached the maximum allowed enrollment. In no circumstances will a re-enrolling employee displace an active union member who has not yet completed the course. Extra training slots will first be mode available for re-enrolling employees, then eligible dependents and any additional training slots will be made available to retirees.
Other terms of the re-enrollment process include:
* Space availability may be limited to a particular section of a course.
* Students who are re-enrolling in a course may be responsible for any materials charges associated with the course. (Similar to the charges for dependent/retirees)
* If an employee restarts a course, that will be considered the second enrollment and an unexcused incomplete will prevent that student from an additional opportunity to retake that particular course.
