Guidelines for Non-Employee Participation in
ICD Programs
In accordance with the Institute for Career Development Policy Issuance of August 21, 1997; the Ohio Valley ICD Program is expanding the availability of participation in the programs to adult dependents of employees (defined as enrolled in the health benefits program as a dependent) union retirees.
Training slots will
only be made available to non-employees if space permits.
Permitted space will be defined as a training slot that is available
because a course already has the required minimum number of employees; but, has
not yet reached the maximum allowed enrollment.
In no circumstances will a non-employee displace an active union member
employed at Severstal Wheeling Inc.
Extra training slots will first be made available to dependents with any
additional training slots being made available to retirees.
No separate
notifications of courses will be generated for non-employees.
Notification of courses available will be made after all eligible
employees have been enrolled. Other
terms and conditions of non-employee enrollment include:
For a dependent to
be eligible, a worker must have completed or be currently enrolled in at least
one course since January 1998 for a credit that may be used for a
dependent to enroll in a course.
For every course a worker completes after January 1998; the worker shall be
eligible for a credit for a credit for a dependent to enroll in a course.
Space availability notifications may not be given until the week before a class
is scheduled to begin.
Space availability may be limited to an assigned section of a course.
Dependents/Retirees who enroll in a course are responsible for payment of any
materials/supplies, tuition charges, or textbooks that are necessary for a
course. Payment must be made by
money order directly to the provider before the non-employee receives any such
supplies.
If a dependent/retiree starts a course, that will be considered an enrollment
and deducted from enrollment eligibility.
Training slots will be awarded on a first come basis.
Dependents/retirees may begin signing up on the first scheduled day of
registration. Once the registration
is closed to active employees, decisions will be made on the enrollment of each
particular course and if additional slots are available, notifications will be
made.
